Dr. Grimes concluded that Ms. Allen could perform the duties of her job without a) knowing the duties of her job b) interviewing the psychiatric patient c) contacting all of the treating mental health professionals.
That means that Dr. Grimes had almost no information when making a very important decision. It seems that, at least in the interest of protecting herself, she would've waited to gather at least some information before recommending denial.
